Could you introduce your organization and how many people it represents?

The SIMMT is the Structure Intégrée du Maintien en condition opérationnelle des Matériels Terrestres (Integrated structure for maintaining land equipment in operational condition) whose mission is to ensure the operational maintenance of the army’s land equipment. This maintenance is based on information systems whose main mission of the DSIN (SIMMT IT Department) is to ensure their evolution and correction. This entity represents 80 people spread over 5 sites, including 50 people in Versailles Satory and 30 people in the regions (Bourges, Lyon, Bruz and Woippy). This IS is composed of some forty applications used by 17,000 users around the world 24 hours a day, 7 days a week.

What is the problem you encountered? What are the challenges you face? What are the challenges you face? What solutions were provided by QosGuard?

In 2015, SIMMT encountered an IS performance concern in production coupled with a drastic 60% decrease in the division’s workforce. The stakes for the efficiency of the IS are high since it is used every day in external operations and the performance of maintenance is at stake. That’s why, faced with these two difficulties, SIMMT called on QosGuard to help it diagnose the causes of the performance problems and put in place long-term solutions. At the end of this diagnosis, QosGuard elaborated recommendations as well as an action plan to be implemented in order to improve the internal process of the SIMMT and to professionalize it. Since 2015, the collaboration with QosGuard has continued for the benefit of DSIN. Indeed, QosGuard carries out services of assistance to the supervision and makes rise in competences the teams of the supervision of the Ground MCO IS. QosGuard also performs IS metrology with monthly analyses of the most critical applications in order to implement the necessary corrections. Finally, QosGuard is also involved in the continuous improvement of DSIN’s internal process.

What are the results obtained ? What services continue? What are the benefits of QosGuard services on your activities?

First, the 2015 production issue has been resolved. On the other hand, user satisfaction has increased by 30% in 3 years. In 2015, user satisfaction was 60% today it remains above 95% over 12 months rolling. The action plan carried out firstly allowed to improve the performance of the IS thanks to the improvement of the process, then thanks to the implementation of a real time supervision. This supervision, for which QosGuard has been providing ongoing support since 2015, allows SIMMT to be proactive, gain in performance and not only act in reaction to production incidents as previously. These incidents now only affect a very small portion of users since they are detected early enough to be dealt with quickly. QosGuard also recommended to the SIMMT to set up a certain number of good practices such as the implementation and the maintenance of a document repository of the IS which allows it to gain in internal productivity since the DSIN is more powerful today with a reduced staff. Moreover, QosGuard accompanies the DSIN on the improvement of its IT processes and allowed the installation of an operational service center which will be soon equipped. For these contributions and this transverse vision, QosGuard is part of the essential partners of the DSIN.
